Ship Energy Consumption Data Shall be Submitted!

1. Why do we have to submit ship energy consumption data?

International ships with a gross tonnage of 5000 or more shall start collecting fuel consumption and relevant data from January 1, 2019, which is not only the requirement of international conventions, but also the relevant provisions in the measures for the administration of ship energy consumption data collection issued by China:

Except for the change of flag or company, the ship shall report the emission data of the previous year to the competent authority of the flag state or its recognized organization before April 1 of each year from 2020, and shall hold the declaration of conformity of ship fuel consumption issued by the competent authority or its recognized organization before June 1 of each year.
2. Requirements of submitting the ship energy consumption data
Ships with a gross tonnage of 5000 tons or above must collect the basic information, transportation activity data and fuel consumption data related to the ship energy consumption report according to the methods in the ship energy efficiency management plan (SEEMP). The annual energy consumption summary data shall be submitted to China Classification Society before April 1.

Vessels on international voyages are also required to report their energy consumption data for the previous voyage on the Government Online-Offline platform when they go through port clearance in China!

3. What if ship changes its flag or company?

If a ship on international voyages changes from Chinese nationality to foreign nationality during the reporting period, it shall report the energy consumption data of the ship before the date of nationality change within 3 months from the date of nationality change. Those who change from foreign nationality to Chinese nationality shall report the data of ship energy consumption collected since the date of nationality change before April 1 of the next year.

If an international ship changes its owner or operator during the reporting period, it shall report the energy consumption data of the ship before the conversion within 3 months from the date of conversion, and report the energy consumption data of the ship after the conversion before April 1 of the next year.

 4. Consequences of failure to report data in a timely and accurate manner

If the annual energy consumption data reported by the ship is verified to be in line with the actual situation by the ship inspection agency, a "Declaration of conformity of ship fuel consumption" shall be issued to the ship before June 1 of each year. If the ship does not hold a valid "Declaration of conformity of ship fuel consumption", it will be regarded as a detention defect according to the latest port state supervision and inspection procedure (Res.A.1155(32)). If a reasonable explanation cannot be provided, there will be a risk of detention.

Once again, remind Chinese international ships with a gross tonnage of more than 5000 tons to submit ship energy consumption data in time in accordance with the requirements of the Convention and the measures for the collection and management of ship energy consumption data!
