On October 20-21, 2023, the signing ceremony of cooperation Agreement on Promoting high-quality development of Western seafarers and the symposium on high-quality crew construction of Western Seafarers Training Base was held in Shaanxi Yan 'an Vocational and Technical College. A total of more than 50 people from 16 units such as the Maritime Safety Administration of the Ministry of Transport, China Old People's Promotion Association, Yan 'an City People's Government and Tianjin Maritime Safety Administration participated in the event.

    This activity aims to further implement the "Guiding Opinions on Strengthening the Construction of High-quality Crew" issued by the Ministry of Transport and other six ministries and commissions, promote the high-quality development of the western seafarer training base, help rural revitalization, and write a new chapter in the construction of high-quality crew in the western region in the new era.

    During the event, Yan 'an Vocational and Technical College, Dalian Maritime University and Tianjin Maritime Safety Administration signed the Cooperation Agreement on Promoting High-quality Development of Western Seafarers through Rural Revitalization in Yan 'an Vocational and Technical College, and the three parties will deepen exchanges and cooperation in the fields of professional construction, crew education and training, employment promotion, maritime culture publicity and research on shipping science and technology projects.

    The event also comprehensively reviewed the achievements of seafarers' development in the central and western regions over the past decade, listened to the sharing, exchanges and work experience from maritime, senior promotion Association, schools, hospitals, enterprises and other units, and drew a new blueprint for the development of seafarers in the west. Zhi Shuping, president of the China Association for the Promotion of the Elderly, highly affirmed the effectiveness of the work over the past ten years, and expressed the hope that all relevant parties can perform their duties and take the initiative to develop the training of seafarers in the West into a brand of mutual assistance, help the old area, military-civilian integration, and vocational training.

    For more than ten years, the maritime department has always been concerned about the old revolutionary base area, continued to steadily promote the development of seafarers in the west, and worked together with relevant units of the seafarer industry to create a new mode of employment for young people in the west, cultivate new fertile soil for China's seafarers, establish a new brand of navigation education and training, and open up new ways to spread the western maritime culture, contributing maritime wisdom and strength to the revitalization of rural areas in the old revolutionary base area.
