In order to implement the requirements of the three-year action on water traffic safety, further improve the safety level of ships, reduce the risk of failure of ship mechanical and electrical equipment, and prevent and contain water traffic accidents, in accordance with the Maritime Traffic Safety Law of the People's Republic of China, the Regulations of the People's Republic of China on Inland River Traffic Safety Management, and the Rules of the People's Republic of China on Ship Safety Supervision, etc., The bureau decided to carry out a nationwide special action to prevent the failure of ship electrical and mechanical equipment. The relevant matters are hereby notified as follows:
1. Implementation time
The operation will run from April 7, 2024 to October 31, 2024.
2. carry out self-inspection of ship mechanical and electrical equipment
Vessels of Chinese nationality shall strengthen the maintenance and maintenance of ship's mechanical and electrical equipment, and shipping enterprises shall formulate key inspection items of ship's mechanical and electrical equipment applicable to the ship with reference to the Special Self-Inspection Guide for the Prevention of Failures of Ship's Mechanical and Electrical Equipment (attached). Ships shall carry out self-inspection before sailing as required, and rectify the hidden problems found in the self-inspection in a timely manner.
The ship agent shall make publicity and warning to the foreign ships to enter China, and supervise the foreign ships to do mechanical and electrical equipment maintenance and hidden trouble screening in advance.
China Classification Society, domestic ship inspection institutions and foreign ship inspection institutions in China should strengthen the inspection and testing of new, rebuilt, mechanical and electrical equipment maintenance and renewal of ships, improve the quality of inspection, and reduce the risk of mechanical and electrical equipment failure.
3. Failure report of ship's mechanical and electrical equipment
In case of mechanical and electrical equipment failure, the ship shall take the initiative to report to the local maritime administrative authority and accept the special safety inspection of the maritime administrative authority as required. For the occurrence of mechanical and electrical equipment failure does not take the initiative to report, once found, will be strictly dealt with in accordance with the law.
4. carry out special inspection of ship mechanical and electrical equipment
Maritime administrative agencies at all levels shall conduct detailed inspections of the ship's mechanical and electrical equipment in combination with routine ship safety inspections. If the ship has experienced mechanical and electrical equipment failure through various channels, special inspections shall be carried out in principle. For ships with two or more mechanical and electrical equipment failures within 12 months, the maritime management agency will invite shipping enterprises and ship inspection agencies to jointly carry out inspections, and require the ship to submit fault analysis reports and preventive measures for the failure of the ship's mechanical and electrical equipment.
