Foreign sailors have a new way to board ships at Shanghai ports.
At 21:00 on November 9, a foreign crew member holding an electronic port visa came to Yangshan entry-exit Border Checkpoint to go through the boarding formalities, which is also the first foreign crew member holding an electronic port visa to board a ship at Yangshan Port.
According to the border police, the foreign crew member was invited to China by a shipping company engaged in the leasing business of container ships in Shanghai's Pudong New Area. After the enterprise submitted the e-port visa application online, the invited foreign crew members received the e-port visa on October 30.
After entering the country from Pudong Airport on November 5, the crew boarded the ship for work at Yangshan Port on November 9.
The National Immigration Administration has decided to issue electronic port visas on a pilot basis in the new Lingang area of the China (Shanghai) Pilot Free Trade Zone from July 12. On October 25, the pilot was extended to the whole area of Pudong New Area.
Foreigners who are invited to Shanghai by enterprises in Pudong New Area and meet the requirements for port visas can apply for F (visit), M (business), R (talent), Z (work) and S2 (personal affairs) e-port visas and enter the country through Shanghai Port.
As a new means to improve the facilitation level of foreign nationals coming to China, electronic port visa is helpful to facilitate the cross-border scheduling and crew change of shipping enterprises. Yangshan Deep Water Port, as a hub port for international sailing ships, is also an important transit point for international sailors to board and leave the ship.
According to the statistics of Yangshan entry-exit Border Checkpoint, 3,909 foreign crew members have changed shifts at Yangshan port this year, an increase of 174% over the same period last year. On the basis of the electronic port visa, the Shanghai border inspection authority innovatively uses the pre-arrival inspection mode to establish a one-stop inspection process "from the passenger inspection hall to the port elevator", further improve the customs clearance efficiency of foreign crew members, and help Shanghai build an international crew change center.
SUNIL ANTHONY, a crew member of the Hong Kong Chinese "Cosco Fortune" ship, said: "The ship owner asked me to submit personal information in my country, and I got an e-visa in advance, saving the time for visa processing in my country." I just need to take my luggage to the airport and then I can come to China. The process is simplified and very convenient."
