At 6 am on March 3, Shanghai COsco Shipping Heavy Industry Terminal on Changxing Island, Shanghai, under the supervision and protection of Chongming Customs, the world's first offshore floating production and storage vessel AGOGO FPSO equipped with carbon capture and storage equipment successfully set sail for delivery.
The 333-meter-long, 60-meter-wide vessel can produce 120,000 barrels of crude oil a day, but it is unique in that it can not only capture the carbon dioxide generated during navigation and production, but also use the exhaust heat to generate electricity, achieving both environmental and energy conservation goals. The application of this technology marks an important step in the field of offshore carbon capture in China.
In view of the characteristics of long production cycle and multiple materials and parts in the construction process of the ship, Shanghai Customs innovatively optimized a series of processing trade facilitation measures to promote the acceleration of innovation resources in the relevant industrial chain. "In order to speed up the flow of imported Marine parts and ensure the construction progress of the project, Shanghai Customs inspection actively plays a functional role, conducts field research to understand the demands of enterprises, guides multiple subordinate customs, and links up and down 'tailored' bonded policy service packages, innovatively adopts the stage supervision mode, increases the bonded filing site, and realizes the seamless connection of all aspects of Marine parts production." Successfully reduced the transfer time of bonded materials by more than 60%." Shanghai Customs Xuhui Customs bonded supervision section chief Wu Lei said.
In addition, Shanghai Customs also for the first time applied the pilot reform of "declaration consumption before verification" to the processing of the ship's parts, supporting enterprises to declare declaration consumption in accordance with the actual production, and consolidating and enhancing the advantages of processing trade.
According to Xu Xiaohua, project manager of Shanghai COsco Shipping Heavy Industry Co., LTD., one of the ship's manufacturers, the project finally completed the entire conversion project one month ahead of the original plan, creating a new global record for the same type of FPSO conversion cycle.
